E Makua Ana Youth Circle

EPIC ʻOhana's E Makua Ana Youth Circle Program serves current and former foster youth in Hawai‘i who are transitioning out of the foster care system, into adulthood.  The program provides a group process for youth to celebrate their emancipation from foster care and to assist them in planning for their independence.

EPIC ʻOhana's ‘Ohana Finding is a caring process that helps find and connect family members of children and youth in foster care. Since 2007, EPIC has partnered with Hawai‘i’s Child Welfare Services to support this work, which is part of a national effort to make sure kids can stay connected to people who know and love them. Using tools like online searches and phone calls, EPIC helps build family lists—both maternal and paternal—that are shared with caseworkers and specialists. These lists help bring relatives into the child’s circle of care, whether through placement, support, or simply staying in touch.

With stories from youth and insights from professionals, it shares ways to keep those bonds strong and offers ideas to help siblings stay in each other’s lives. Because no matter what, your sibling relationships matter—and staying connected can bring comfort, strength, and love.

Higher Education Stipend

Need help paying for school and living expenses while you’re in college or a trade program? You could get $776 a month for up to 5 years—from age 18 all the way until you turn 27! See eligibility requirements below: 

  • Between the ages of 18 and 27 
  • Completed High School
  • Attending an accredited institution of higher learning
  • Apply at least six (6) months before the age of 27
  • Apply for Financial Aid (FAFSA) 
  • Able to show progress by attendance and grades toward completion of higher learning

Educational Training Voucher (ETV)

Educational Training Voucher (ETV)

Federal guidelines allows up to $5,000 per year toward the cost at an accredited institution of higher learning for eligible youth. See eligibility requirements below: 

  • Between the ages of 18 and 25
  • Transitioned/Aged out of Hawaiʻi Department of Human Services (DHS) Foster Care at 18 or older
  • Adopted at age 16 or older from Hawaiʻi Foster Care
  • Legal Guardianship to a RELATIVE at age 16 or older form Hawaiʻi Foster Care
  • Attending an accredited institution of higher education
  • Making satisfactory progress ("C" or better) 
  • Documentation of financial need

Educational Training Voucher (ETV)

 If you’re 18 or older and have been in foster care in Hawai‘i, there are tons of resources to help you with school, work, housing, and life goals. You might qualify for monthly money to help with college or job training, matched savings to buy big things like a car or laptop, or support through programs like Imua Kākou and Independent Living Services. There’s even help for youth who were adopted or placed with guardians after age 16. Whether you’re planning your future or just figuring things out, these programs are here to back you up.
