Who We Are

HI H.O.P.E.S. Youth Leadership Boards are comprised of current and former foster youth between 14-26, with boards on Oʻahu, Kauaʻi, Maui and East and West Hawaiʻi. As the youth voice of the HI H.O.P.E.S. Initiative, their mission is to educate, advocate and collaborate for improvements in the foster care system and better outcomes for foster youth. HI H.O.P.E.S. youth boards also serve as the youth advisory council to the Child Welfare Services Branch of the Department of Human Services, State of Hawaiʻi.

What We Do

Use their lived experience to raise awareness about the realities of foster care. They lead trainings, speak at conferences, and co-create youth-friendly materials that help professionals, caregivers, and community members better understand the needs and strengths of foster youth.

Identify system gaps and propose solutions through testimony, policy recommendations, and direct dialogue with decision-makers. They champion changes that promote equity, emotional safety, and long-term success for youth in care. Their advocacy has helped shape legislation, improve services, and elevate youth voice in statewide planning.

Work in partnership with Child Welfare Services, community organizations, and adult allies to co-design programs, review policies, and build bridges across islands. They foster trust, inclusion, and shared leadership—ensuring that youth voice is not just heard, but centered in every conversation.

Eligibility Requirements:

  • You are currently or were formerly in foster care
  • You are between the ages of 14 and 25
  • You live at either of these locations: 
    • Kauaʻi
    • Oʻahu
    • Maui
    • East Hawaiʻi 
    • West Hawaiʻi
  • You have the time and willingness to ATTEND and PARTICIPATE fully in monthly meetings and other trainings, events and advocacy work.
